Give the Docker workers the commands and client behaviour of the GitHub runners - #421
Since the shared workflow runs the Behat workers in Docker containers (wp-cli/.github#313), 30 of wp-cli/wp-cli's Behat jobs fail on main, on scenarios that pass on the runner itself:
help.feature:1450, on PHP 7.2 to 8.0, with sh: 1: /usr/bin/more: not found. The images of those PHP versions are based on Debian buster and bullseye, which keep more in /bin only. The image now links it into /usr/bin where it's missing, as on the runners.
utils.feature:34 and :54, on PHP 8.1 and later against MySQL 8.0 and 8.4, with WARNING: option --ssl-verify-server-cert is disabled, because of an insecure passwordless login. on STDERR.
The images of those versions use Debian trixie's MariaDB 11.8 client. It prints this whenever the password doesn't come from the command line, and run_mysql_command() passes it through MYSQL_PWD. The MySQL client on the runners doesn't.
The scenarios use --no-defaults, so an option file can't switch it off, and MARIADB_TLS_DISABLE_PEER_VERIFICATION or turning off TLS on the server doesn't help either.
A small mariadb wrapper in /usr/local/bin now adds --skip-ssl-verify-server-cert after the option-file options. The server is a throwaway in the worker's own network namespace.
Testing
Reproduced locally with the same database container settings and shared network the runner uses. With the wrapper, MySQL 8.0 and 8.4 connect with an empty STDERR, and a wrong password still fails.
Built the image for PHP 7.4 and 8.3: both have /usr/bin/more, and mariadb resolves to the wrapper.
…ub runners
Debian releases before 12 keep `more` in /bin only, so scenarios using
/usr/bin/more failed in the containers of PHP 8.0 and older.
MariaDB 11.4 and later warn on STDERR that they cannot verify the certificate
of a MySQL server when the password comes from MYSQL_PWD, so scenarios running
the client with an empty STDERR expected failed in the containers of PHP 8.1
and later. A wrapper skips the verification for the throwaway server in the
worker's own network namespace.

Walkthrough
The Docker image now provides /usr/bin/more when /bin/more exists and installs a MariaDB wrapper at /usr/local/bin/mariadb. The wrapper forwards leading option-file flags and remaining arguments to /usr/bin/mariadb, adding --skip-ssl-verify-server-cert.

Summary
MariaDB wrapper behavior utils/docker/mariadb
The wrapper collects leading option-file flags until the first other argument. It invokes /usr/bin/mariadb with those flags, --skip-ssl-verify-server-cert, and the remaining arguments.
Docker image integration utils/docker/Dockerfile
The image copies the wrapper to /usr/local/bin/mariadb. If /usr/bin/more is absent and /bin/more exists, the image creates a symlink at /usr/bin/more.
MariaDB connections using option-file paths with spaces can fail. The change is otherwise mergeable with this limitation noted.

Preserve option-file arguments.
A path such as --defaults-file="/tmp/client settings.cnf" is split into two arguments when $defaults expands. MariaDB then reads the wrong path and the connection fails. Preserve each leading option as a separate quoted argument.
