It reports Handbook_Command.php:696: "Call to function is_array() with array will always evaluate to true." (function.alreadyNarrowedType). This run installed phpstan/phpstan 2.3.3. The last Code Quality run on main (25 Oct, same commit 2780514) installed 2.3.2 and passed, so the new PHPStan release seems to flag existing code.
