Since d96f31a the Behat coverage jobs default to PCOV. PCOV needs phpunit/php-code-coverage 9.1 or later, which picks the loaded driver through its Selector. Older versions only use Xdebug. That's what wp-cli-tests falls back to, and it dies with This driver requires Xdebug in every scenario.

Packages without a composer.lock install a current php-code-coverage and aren't affected. wp-cli-bundle locks 7.0.17 because its platform is PHP 7.2, so every bundle PR has failed its coverage jobs since (e.g. wp-cli/wp-cli-bundle#1202).

The matrix step now reads the locked php-code-coverage version. If it's older than 9.1, coverage entries default to coverage_driver: xdebug. An entry that sets coverage_driver itself keeps it.
