Support Global Sign-In Without Organization Selection

Summary:
Enable users to sign in without requiring them to select an organization, providing a "global" sign-in option in addition to the current organization-scoped sign-in process.

Motivation:
Some use cases require users to authenticate at a global level, without restricting access to a specific organization. This would improve UX for apps that have both global and organization-specific capabilities, or for those that want to streamline user onboarding.

Proposed Solution:

• Add a new sign-in flow that lets users authenticate globally, bypassing the organization selection step.
• Maintain the existing organization-based sign-in as an option.
• Ensure proper access controls for global vs organization-authenticated sessions.

Benefits:

• Greater flexibility for integrators.
• Simplified sign-in in use cases where organization selection is unnecessary.
• Consistent experience for users who use multiple organizations or none.

Alternatives Considered:

• Maintaining only organization-scoped sign-in (current behavior).

Additional context:

• The feature should be configurable for apps that prefer mandatory organization association.
