feat(agents): ship Voltage engineering skills in the agent image - #140
Remote agents run without the engineering skills that local Codex and Claude Code sessions load. Their commits and PR descriptions miss Voltage's conventions: commit signing and history, CodeRabbit review states, the Rust backend style, and the PR description guide in voltagecloud/engineering-skills#15.
The skills live in voltagecloud/engineering-skills, which is internal. This repository and its Actions logs are public, so the skills cannot be committed here, and pull request builds must never hold a token that reads them.

workflow_dispatch with agent_only
Rebuilds only buzz-agent, to ship new skills without a code change; tagged <commit>-skills-<skills commit>
Same as main
The skills and publish jobs run in the engineering-skills environment. Its secrets, AGENT_IMAGE_APP_CLIENT_ID and AGENT_IMAGE_APP_PRIVATE_KEY, are available only to main. A branch that edits this workflow in a pull request cannot read them.
install_skills() adds and removes only links that point into /opt/engineering-skills/skills. A skill the agent wrote, or one a checkpoint restored, keeps its name. Links to skills that a newer image dropped are removed. A failure prints Engineering skills not installed and the session starts anyway.
Why not fetch the skills at session start
The developer's GitHub token is scoped per developer and may not read engineering-skills. A fetch would also add a network call and a failure mode to every session start. Building the skills in keeps every session on the image's skills.
Validation
actionlint passes on the workflow. sh -n, bash -n, and py_compile pass on the scripts.
select-skills.sh against an engineering-skills checkout: 9 shipped, 2 excluded, with the commit in REVISION. --none writes none and an empty skills/.
The test-skills.py checks pass against this branch's profile.py: links for Claude and Codex, skip a directory without SKILL.md, keep an agent-owned skill, rerun without change, remove a stale link, warn on failure.
A throwaway dockerfile:1.7 build on Docker 29.6.0 confirmed that COPY --from=engineering-skills . keeps an empty skills/ directory, owned by root and not writable by UID 10001.
@agentclientprotocol/claude-agent-acp 0.88.0 starts the SDK with settingSources: ["user", "project", "local"], so it reads ~/.claude/skills. Codex reads $CODEX_HOME/skills.
Not yet run: this PR's full image build and tests, which run in CI with an empty context, and a main publish with real skills, which needs the app.
Rollout
Done: the voltage-agent-images GitHub App (Contents read, installed on engineering-skills only) and the engineering-skills environment (main only) with AGENT_IMAGE_APP_CLIENT_ID and AGENT_IMAGE_APP_PRIVATE_KEY.
Merge voltagecloud/voltage-terraform#1025 first. A job with an environment presents the OIDC subject ...:environment:engineering-skills, which github-buzz-ecr-push must trust; without it every publish fails at the AWS login.
Merge voltagecloud/engineering-skills#15, so the first image carries the PR description guide.
Merge. The next agent image publish carries the skills. To publish one right away, run Voltage images on main with agent_only.
Promote the agent digest as usual: cd (gate and manager) and voltage-terraform (agent_image).
In a new session, check that /opt/engineering-skills/REVISION is a commit and that ~/.claude/skills lists the skills.
Limits
Skills change only when an agent image is published. A merge to engineering-skills alone does not rebuild the image.
rust-crap-score ships, but its tools (cargo-llvm-cov 0.8.5 and knots 1.16.0) are not in the image yet; a follow-up adds them.
walkthrough-video and cli-demo-video are left out until a Sandbox can run a browser, narration, and VHS.
Summary by CodeRabbit
New Features
Buzz-agent images can include selected engineering skills, which are linked into supported agent skill directories at startup.
Published images record the included skills revision. Manual runs can target only the Buzz-agent image, with manifest tags identifying its skills revision.
Documentation
Updated local build instructions to cover preparing skill content and building with a local skills checkout.
Remote agents ran without the engineering skills that local Codex and
Claude Code sessions use, so their commits and PRs missed Voltage's
conventions. On main, the publish job checks out master of the internal
voltagecloud/engineering-skills with a read-only GitHub App token from
the main-only `engineering-skills` environment, and passes the selected
skills to the build as a named context. Pull requests build with an empty
context and never receive the token.
At each session and worker start, buzz-agent-profile links the skills
into Claude Code, Codex, and Buzz's own agent. It manages only its own
links and never blocks a session.

Walkthrough
The workflow can select only buzz-agent on manual runs and supplies an engineering-skills context to image builds. The image stores the selected skills and revision. Agent startup links skills into configured agent directories. Image and linking tests validate these changes.

Summary
Select skills and pass the build context .github/workflows/voltage-agent-images.yml, voltage/images/buzz-agent/select-skills.sh, voltage/images/buzz-agent/Dockerfile, voltage/images/README.md, voltage/images/buzz-agent/README.md
The workflow adds the agent_only manual input and supplies an empty or selected engineering-skills context to builds. The selector records the skills revision, and the Dockerfile copies the context into the image. The publish workflow resolves and verifies the revision, adds it as an OCI label, and uses it in tags for manual agent_only runs. Build instructions show how to prepare and pass the context.
Link skills during agent startup voltage/images/buzz-agent/profile.py, voltage/images/buzz-agent/README.md
Worker and harness startup call install_skills. The function links skills containing SKILL.md into Claude Code, Codex, and Buzz directories, removes stale managed links, preserves other entries, and reports filesystem errors to stderr.
Validate packaged skills and startup linking .github/workflows/voltage-agent-images.yml, voltage/images/buzz-agent/test-image.sh, voltage/images/buzz-agent/test-skills.py, voltage/images/buzz-agent/README.md
Image checks validate the revision file, permissions, and skill contents. test-skills.py checks linking behavior and directory paths. Workflow test steps run the skills tests, with publish tests requiring a valid revision and at least one skill.

Explanation
The title "feat(agents): ship Voltage engineering skills in the agent image" matches the main change. The PR embeds selected engineering skills in the buzz-agent image under /opt/engineering-skills/, prepares the build context with select-skills.sh, and links the skills into Claude, Codex, and shared agent skill directories at startup. The title is concise, specific, and follows a conventional commit style. It does not cover the workflow changes, but it does not need to.

test-skills.py tests the production install_skills function directly, and test-image.sh does not invoke buzz-agent-profile. Removing either install_skills(env) call from profile.py:main() can therefore leave both tests passing. Add a test that invokes the run and work startup paths and checks the resulting skill links. This is a coverage gap in the startup wiring, not a violation of the rule against binding tests to test-only helpers.

Extend the startup-wiring tests around profile.main so they exercise both the
run and work paths and verify the resulting skill links. Ensure the test
observes the public startup behavior, so removing either install_skills call
from main causes the test to fail.

- Line 333: Resolve the engineering-skills revision once before the publish
matrix runs, then pass that SHA to both architecture jobs. Update the checkout
using ref: master so both images use the same skills commit and revision label.
- Line 295: Update the AWS OIDC trust configuration used by the publish job’s
engineering-skills environment to accept its environment-based subject, and
preserve the main-only restriction through that environment’s deployment-branch
policy or an equivalent IAM condition. Verify the resulting trust configuration
still limits publishing to the main branch.
- Line 155: Update the workflow_dispatch path gated by AGENT_ONLY so manual
skills refreshes publish under a distinct image tag that includes the skills
revision, and report the digest for that newly published manifest rather than
reusing the existing commit tag.
Review comments at @voltage/images/buzz-agent/profile.py:
- Around line 382-383: Update the skill installation flow so an OSError for one
target does not prevent processing later targets. Keep the shipped-skill scan
guarded so its failure is reported and startup continues, then handle each
target independently in the loop that installs skills, reporting that target’s
OSError without stopping the loop.
Review comments at @voltage/images/README.md:
- Line 56: Move the select-skills.sh --none command before the docker buildx
build --check invocation so the engineering-skills named context exists when
BuildKit validates the Dockerfile.

Resolve engineering-skills master once in a `skills` job, so both
platform images carry the same commit; each publish job checks out that
SHA and verifies it. An agent_only run republishes a commit that already
has an image, so its manifest list is tagged
<commit>-skills-<skills commit> instead of being dropped.
Link each harness directory separately, so one failure leaves the others
linked, and create the empty context before the README's BuildKit check.

…ng skills
Resolve engineering skills only when the run builds the agent image, and
let publish run when skills was skipped or failed: the agent build then
fails on its own while the relay and reaper still publish. Only the agent
build uses the engineering-skills environment; the others keep the main
