fix(agents): say which quota stopped a session from starting - #133

When a developer's five primary sessions were in use, a new session's Pod was refused by the namespace quota, and the app reported "Sandbox controller has not created its Pod; inspect the Sandbox and retry". The controller already records the cause in the Sandbox's Ready condition. On the deploy deadline, read that condition: a primary-sessions refusal now says all agent sessions are in use, and any other quota is named. Other causes keep the existing message.
