chore: migrate console plugin to OpenShift 4.22 SDK

• Bump dynamic-plugin-sdk and sdk-webpack to 4.22.0
• Bump React to 18, react-router to 7, react-i18next to 16
• Bump PatternFly packages to 6.6.1, i18next to 25, typescript to 5.9.3, webpack to 5.107.2
• Remove react-router-dom in favor of react-router
• Remove react-router-compat hooks and use useNavigate/useParams directly
• Replace react-helmet with SDK DocumentTitle component
• Set tsconfig jsx to react-jsx and add CSS module declarations
• Point local dev console to 4.22.0
• Drop obsolete react-router-dom-v5-compat resolution
