Summary

What:

  • Measure project-status resolution and persistence latency and outcomes by queue.
  • Record how many projects successful resolution returns, including empty results.

Why:

  • Separate slow project-status resolution from slow persistence. Existing record-stage signals do not show which part delays project results or how the resolved batch size relates to that delay.
  • Preserve consistent operation measurements across failures, cancellation, and retries without changing validation behavior.

Test Plan

  • Add unit tests.

Revert Plan

  • Revert this PR. Only observability changes; no schema migration or public contract changes need recovery.
