Summary: Intent: - Give asynchronous hooks a durable signal that project-status resolution has completed. - Preserve the resolved project identities without requiring integrations to rerun resolution. Changes: - Record a project-facts completion occurrence for every terminal validation, including empty result sets. - Store sorted project identities and their count in the completion occurrence metadata. - Add helpers that construct and decode the completion occurrence. Test Plan: `go test ./stovepipe/...` covers nonempty and empty completion manifests, deterministic ordering, malformed metadata, and record-stage sequencing.
