Adds the inventory assessment and output stages:
This is PR 4 of 5 functionality-based PRs. It targets main directly and is not stacked on another feature branch. It remains draft until its shared contracts arrive through main.
Validation of the combined five-PR result: 218 tests passed; Ruff passed.
Replaces the resolution, judgment, and reporting work from closed PRs #100-#102.
