Add static devtools site builds

Summary

• add effect-machine build to inspect selected machines and generate a validated static visualizer with relative assets
• load generated registry snapshots in the browser while preserving the existing live SSE workflow
• document the static workflow, refresh the repository README, and test both local examples and the packed consumer CLI
