• establish the repository as the church-wide, human- and agent-readable theme source
• add the supplied logo, favicon, header/footer references, exact visual tokens, reusable CSS/HTML/JavaScript, and built distribution assets
• document the mandatory global header, directory/link footer, copyright footer, and complete bottom-footer assembly in AGENTS.md
• preserve the supplied header/footer evidence and canonical navigation/link data
• add validation and CI for protected assets, fixed links/order, generated files, and portable header behavior
