Bumps both packages to 0.22.1 and adds the changelog entry for #611 and #613.

Checked on the packed tarballs before publishing:

  • 1418 tests pass.
  • Both tarballs carry the same telemetry key as 0.22.0, and no leftover brain-build files.
  • @trailhq/trail-code and @nanonets/graft install side by side with npm 11, and trail installs with npm 12 (install scripts blocked, WASM grammars).
  • On a clone of pallets/click: trail build, trail ask, graft callers and trail init --yes all work.
  • Teammate path: after committing .trail/ with one learning, a fresh clone with no trail or graft reachable gets the learning list, the credit line and the one-time install offer at session start.
