The shared required-checks action checks the same needs context as the inline jq filter, and it is the one gate implementation every tox-dev repository uses. The gate job keeps its name so the branch ruleset still finds the required check.

The tox-dev projects run their CodeQL, release, and gate steps from the shared github-workflows repository at 6.5.0, so a fix there reaches this project without a local copy to update. This PR moves those steps onto the shared workflows where they fit this repository.
This repository is a composite action, not a tox project, so the shared check workflow does not apply. Its self-tests stay local and join the gate, which now uses the shared required-checks Action in place of the
jqfilter, with the same job name and the samealways()condition. The CodeQL analysis runs through the shared CodeQL workflow. The release notes stay local. The shared notes job checks out the commit that triggered the run, while this job checks out the commit of the verified tag, which matters for manual runs of the floating-tag workflow. The GitHub Release is still published with the shared
publish-github-releaseAction, because this repository has no PyPI upload for the shared GitHub Release workflow to verify.Check run names change to
🛡️ Analyze / …. None of them is a required check: the gate keeps its name, so the ruleset still finds it.Every shared-workflow reference is pinned to 6.5.0 by commit SHA. No runtime code changes.
