Neon3 is a from-scratch Rust workspace for building tool/editor-style user interfaces as a set of independent, restartable processes. A single neon-wgpu-runtime process owns the only window and the only GPU device; every other process is windowless and describes UI declaratively over a public control-plane protocol.
