ci: only run update-starters when Release published packages

What

Update OpenUI starters runs on every successful Release run, but Release runs on every push to main and usually only creates/updates the Version Packages PR. Starters should only be refreshed when packages were actually published.

workflow_run consumers can't read the triggering run's step outputs, so Release now signals a publish via an artifact and update-starters gates on its presence.

Changes

• release.yml: give the changesets step an id; when outputs.published == 'true', write publishedPackages to published-packages.json and upload it as artifact published-packages (7-day retention).
• update-openui-starters.yml: new check-published job lists the triggering run's artifacts via gh api .../actions/runs/$RUN_ID/artifacts and outputs published; update now needs it and runs only when published == 'true'. workflow_dispatch always proceeds. Adds actions: read permission for the artifacts API.

Test Plan

• Not applicable (explain why) — workflow-only change; YAML validated locally. First real verification is the next push to main: the Release run should complete and update-starters should skip with "did not publish packages", then run for real after the next Version PR merge.
