Holdout Targeted Delivery Exclusion: Holdouts can now be configured to exclude Targeted Delivery rules, so users held out of experiments still receive their Targeted Delivery experiences. This gives you a cleaner measure of experiment impact without holding users back from ongoing rollouts.
