Imports the signed/notarized darwin-arm64 and darwin-x86_64 provider-runtime 5.0.9 generation, built from agent-collab-workspace main at 1a2b164d (which includes #3185's effort-floor routing fix). Bumps all seven version surfaces to 7.0.8 and runs the governed project-estimation release-maintenance process for the version-bound receipt. Runtime 5.0.9 raises a request's effort_class to an action's descriptor floor before route selection instead of failing closed, reporting the adjustment in the new optional terminal field routing_adjustments; carries a constant detail on request-validation and carrier-launch errors; and reports target_agent_unsupported for an unsupported explicit target. Wire schema 12 / digest a675807e... unchanged. Coordinator #221 (already on agent-collab main at 8acb56a) repairs a small class of request-construction mistakes before its single pass and reports each in a repairs field, including binding an unbound read-only repository action to the caller's repository or a named linked worktree of it; a request naming only another directory is rejected before dispatch.
