Beta release pages currently show only “Native FTW” and a commit id. Read the candidate’s version entry from CHANGELOG.md, keep its user steps and schema marker, and refuse publication when the entry is missing or empty. Refresh these notes when publishing a recovered draft. Stable promotion uses the same candidate changelog with the current note writer.

The owner is retiring the old public releases. Remove the requirement that GitHub Latest point to 2.x, so publication works when no stable Core release remains. Keep --latest=false for both channels: older clients still use that endpoint, and the native updater finds its channel through the release list. Package verification and the beta-to-stable source checks stay in place.

Validation: four note-generation tests, make release-workflow-test, workflow YAML/shell syntax, and fresh selfupdate/nativeupdate tests pass. Both published v0.148.0-beta.1 packages download and match their checksum, release receipt and embedded version. Full GOFLAGS=-p=2 make verify passes. The first run hit an OCPP listener timing failure; that package passed separately, then the full run passed.

The cleanup removed 142 old 1.x–3.x releases and retained 240 retired 0.x releases as drafts. All 62 current-line releases retain their original assets. A replay of the public feed through the production checker offers v0.148.0-beta.1 on beta and no update on stable. GitHub Latest falls back to the separate optimizer release; it is not a native Core discovery endpoint.

CI/release tooling only; no shipped Core behavior or version change. The no-changeset exemption applies. Open #1530 owns the operator guides and #1364 touches AGENTS.md; their references to the retired 2.x Latest policy need to follow the owner’s new release policy.
