Summary

This PR fixes several project collaboration, authorization, and notification issues.

Project members can now upload files, manage notebooks, and create folders. Project log creation is restricted to authorized project users, the member list displays all active project roles, and unread notifications are now more visible and actionable.

What was fixed

• Allow project members to upload files, manage notebook uploads and versions, import existing notebooks, and create file/notebook folders.
• Restrict project log creation to authorized owners and members, return 403 Forbidden otherwise, and use the authenticated user's ID when creating folders.
• Display owners, admins, and members in the project member list.
• Improve unread notification visibility by highlighting the bell and restoring its normal state once notifications are read.
