Cut a new beta from latest main so the solid locality ring (#68) reaches testers.

This bumps package.json and package-lock.json to 0.1.0-beta.3 and adds its changelog entry. Merging it to main makes Tag release tag v0.1.0-beta.3 and start the signed release draft. Publication stays manual, after the hardware checks and the beta.2 → beta.3 updates run on the draft's own installers.

Proof: changelogReleaseProblem returns no problem for 0.1.0-beta.3; package and both lockfile versions match; the tag-release and validate-release tests pass; check-publication passes.

Bump to 0.1.0-beta.3 and mark it released in the changelog so Tag release
tags main and starts the signed draft. Ships the solid locality ring (#68).
