v0.8.51: create room for the Trigger.dev upload

Summary

• cherry-pick of chore(ci): give the Trigger.dev upload job room for a slow image push #8115 onto main: the Prepare Trigger.dev job timeout goes from 15 to 30 minutes
• the v0.8.50 release run was cut twice at the 15 minute cap while the worker image push was still in progress, so nothing was promoted; this lets the same pipeline finish
• no application code changes; main is otherwise unchanged
