Remove candidate assessment from Foundry

Candidate Assessment was added here by mistake. Foundry is the build process, not the home for unrelated personal skills.\n\nThe verified skill and its five contract tests now live in a separate private repository. This removes the public skill bundle and its README entry from Foundry.\n\nValidation:
