[3l] Add phrase spans to segment pages #451

Open

Description

@imnasnainaec

Part of Phase 3 (#426) of the data layer plan.

Phrase spans in segment pages: the session form of getSegments also returns each phrase that touches the range with all its member tokens, and the WebView builds its token-level maps and boundary-slot guard from pages plus spans; a focus request from the catalog, the concordance or undo still lands when its target's page hasn't loaded.

Done when: on the #407 datasets, phrase text, arcs and focus for phrases that span unloaded segments match what today's book-wide maps give, and a jump into a segment that hasn't loaded focuses its target.

Depends on: 3k (#450).

    From #467: the continuous strip places a jump target whose page hasn't loaded through the whole-book tokenSegmentMap. Once the book-wide maps go, it needs another way to find an unloaded token's segment. Token refs start with the verse SID, so the outline's verse starts may be enough.

    From #486: undo steps carry no focus location or summary yet. On main a step carries both (afterHistoryMove in InterlinearizerLoader): the location to focus, and the announcement for a step that touched no single place. Both are deferred to here, since this issue's focus requests from undo assume that a step has a location.
