Expand implementation reviews with repository standards

Summary

• expand final implementation reviews to check the agreed outcome, unnecessary changes, serious functional or reliability problems, observable coverage, repository standards, and security
• add /recipe-quality-profile to record repository-specific review standards and their sources in docs/project-context/quality.yaml
• let workflows handle technical corrections on their own, asking the user only when the product outcome must change or an irreversible external action needs approval
• send accepted fixes to the existing implementation or document owner, then re-run the affected reviews
• rewrite the README guidance in natural English and update every supported translation in its own tone
• release the workflow plugins as 0.25.0
