Remove Task tool dependencies from workflow prompts

Summary

• remove TaskCreate and TaskUpdate from agent tool declarations and replace task registration with evidence-gated workflow progression
• explicitly authorize recipe-defined subagent calls while preserving recipe-owned approval, hearing, stop, and escalation behavior
• align phase gates and execution headings, including bounded handling for retained verification limitations
• bump local plugin versions to 0.24.7 and sync all generated plugin directories
