Windows setup binary missing for v0.1.3

For some reason there is still no windows installer binary listed under assets for the v0.1.3-release.
Is this on purpose or is there one still in the pipeline?

The automatic windows build stopped working and has been deleted in 499d396. Unless someone fixes the workflow there probably won't be an installer any time soon as I don't have a windows machine to build it myself.
