… restart Shutdown code was added that cleaned up voice connections, which we should do during shutdown. However, we do reuse voice connections in cases like reconnects so we can't totally clean up the connections. Fixes #6251
Voice should not 'runFor' main app loop on shutdown.

Until the floater can add a payment method, residents without one are sent to the LindeX payment page instead of the floater. A second login probe of BuyCurrencyAddPaymentURL skips the check when it answers 200.
Output either dirname or fsyspath(dir_path) for correct conversion
