Record the Windows beta10 preview candidate

Summary

Record the immutable, unpublished Windows beta10 preview candidate and its
LFS-aware Dev Box handoff.

Beta9 is failed/superseded:

• The packaged daemon could not find zmx.exe, which is installed beside
  graphcoded.exe. Find the packaged zmx beside the Windows daemon #638 fixes this.
• The plan's Stop contract was corrected in Correct the Dev Box Stop qualification contract #637.

All runtime qualification gates remain open.

Changes

• Record source/tag/package/payload/executable/provider/toolchain identities for
  0.1.78-windows.beta10 at 1ae1c25469d2e829f6470b0de39af966969604c7.
• Record the Find the packaged zmx beside the Windows daemon #638 and Correct the Dev Box Stop qualification contract #637 changes and the passing local full Windows-shell
  validation at the candidate source.
• Record source-custody verification, the file-only offline restore (43/43
  LFS), the 8/8 handoff inventory, and the updated plan hash.
• Move beta9 to history as failed/superseded and immutable. Keep beta1 through
  beta8 unchanged.
• Keep Exact artifact complete, the other six gates open, and parity at
  98/62/36.

• The RED line above is taken from Find the packaged zmx beside the Windows daemon #638's own evidence and its exact-head CI.
  I did not reproduce that RED locally; locally I ran the GREEN and
  REGRESSION commands.
• Source custody Create and Verify passed with 43 objects for 43 files.
• File-only offline restore through Restore-GraphCodeSource.ps1: exact
  detached HEAD/tag, zero remotes, clean status, 43/43 materialized LFS files.
• Handoff inventory: 8/8 verified; hashes.sha256 SHA-256

• Not claimed:
  • live daemon use of the packaged zmx.exe;
  • terminal readability on a native client;
  • Dev Box, backend, destructive, Worktrees, Nod, dump, or publication

• No tag or release was pushed or published.
• macOS make test and make check were not run because this is a
  documentation-only Windows candidate evidence update.
