ci: link sibling release notes from upstream-drift findings - #8

build/upstream.tsv's nuget rows gain an optional seventh column naming the repository that publishes the package; check-upstream.sh links the finding to that repository's docs/release-notes/<version>.md (confirmed to exist first, falling back to the releases page), so a re-pin issue carries the changelog it asks to be re-pinned to. Six-column rows parse unchanged, keeping the checker shared verbatim across the family. Also corrects REPIN_HINT: this repository has no BumpNativeVersion.sh - it binds nothing native; pins move by editing the version properties. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
