The pull request that would have added this was closed unmerged, so the document has lived only on the spike branch while every phase ticket cites it as the source of truth — including Phase 1, which shipped against it. Its status header said "not implemented", which stopped being true when Phase 0 and Phase 1 landed; it now says which phases exist and defers to the code where the two disagree. Indexes the two multi-tenancy pages and the RDS runbook, none of which were listed.
