Add GUSINFO to CODEOWNERS for OSPO compliance - #618

The CODEOWNERS file was missing the GUS Scrum Team and Product Tag that the Open Source Program Office requires for every Salesforce OSS repo. Add a left-aligned #GUSINFO: line referencing our own active GUS records so ownership of this codebase is unambiguous. W-23602017
This project uses uv (pyproject.toml) for dependency management; the Pipfile is a local convenience file and should not be tracked.
