Add CC BY-NC-SA 4.0 LICENSE file; the license was stated in the README but had no license file, so GitHub did not recognize it. Expand README with a file inventory, GhostNet ALE frequency reference, and a pointer to the v1.5 manual as the authoritative guide. Fix stale [General] metadata in ghostnet-codeplug (Version 1.0 / 2019 to 1.5 / 2024) so it matches the actual v1.5 config.
