In #5756 the path encoding was improved to normalize weird Windows paths

  • Windows is case insensitive. This affected the drive letter.
  • Windows usually accepts either \ or / as the path separator.

Now that UTF-8 paths are enforced in r-a, we can slightly simplify the special casing. We no longer need wide chars and normal platforms can directly convert their paths to bytes.

I am planning on adopting the same code in wgsl-analyzer.
