后面每一票都站在这层地基上：
- Tauri 2.11 + React 19 + Vite + Tailwind v4 + shadcn/ui（zinc 色板，
字体栈换成能渲染中文的系统字体）；窗口标题「科室任务管理」。
- tauri-plugin-single-instance 首个注册，重复启动唤回已有窗口。
- db.rs：每次 Connection::open 后设 journal_mode=WAL / synchronous=NORMAL /
foreign_keys=ON / busy_timeout=5000，再跑 refinery 迁移；空 migration 集
也能干净建库。
- clock.rs：Clock trait + SystemClock + FixedClock，「现在」可注入可拨动。
- error.rs：统一 AppError，序列化成 {code, message, detail}——中文给科长，
技术细节给维护者。
- commands/diagnostics.rs：最小命令 ping，走完整命令层；tests/ 里既直接调
命令函数断言 DTO，也经 tauri::test::get_ipc_response 验 IPC 往返、
camelCase 与错误映射。
- testing.rs：fresh_db() / fresh_db_with_clock() / fresh_db_file()。
- 惯例写进 README「工程惯例」一节。
rusqlite 钉在 0.39 而非 spec #15 写的 0.40：refinery 0.9.2 的 rusqlite 依赖
上限是 <=0.39，跨过去会解析出两份 rusqlite，runner().run(&mut conn) 编译不过。
上游 rust-db/refinery#445 合并后再升，Cargo.toml 里留了说明。
