Fix Ahrefs short meta descriptions

Summary

• expand 212 docs meta descriptions from the July 18 Ahrefs Site Audit report
• update 176 page frontmatter descriptions and 36 OpenAPI operation descriptions
• keep every affected description between 110 and 160 characters
• use the external product name Clusters in updated metadata

Validation

• verified all 212 Ahrefs URLs map to current source files
• verified all 212 updated descriptions are 124 to 158 characters
• node scripts/validate-tooltips.js
• git diff --check
• jq empty docs.json api-reference/openapi.json

Notes

• Mintlify CLI is not installed in this worktree, so mintlify broken-links was unavailable
• repository-wide Vale reports existing body-copy findings across the touched pages; the isolated updated descriptions have no new structural or frontmatter errors
