setup-ruby v1.236.0 raises "Cannot find Git's cert file" on Windows runners because Git for Windows moved from mingw64 to ucrt64. This was fixed in ruby/setup-ruby#947 (v1.328.0).

For old msys1 setup used by ruby 2.0 to 2.3, we're re-using the SSL ca bundle that comes from pre-installed Git for Windows.
Latest Git for Windows has moved from mingw64 to ucrt64 and therefore the path to SSL certificates changed.
This PR adds the new ucrt64 path as a candidate.
