This PR centralizes the shared Rspress theme styles in
@rstackjs/doc-uiso Rstack documentation sites can reuse a consistent theme. It adds the SCSS file as a dedicated Rslib entry and exports the compiled stylesheet as@rstackjs/doc-ui/theme.css.
