warp/native/cpu_fiber.cpp is new in 1.18.0 and #errors out on any
architecture other than x86-64, AArch64 and Windows, which stops the
warp.so build on riscv64. Carry a patch adding the riscv64 backend.
…imeouts

The block_dim-mismatch, tile-print and tile-shared-memory tests added in
1.18.0 each run a child interpreter through run_python_subprocess() with a
hard-coded timeout=60. On the riscv64 runner importing warp and JIT-compiling
the child's kernels with Clang takes longer than that, so all three fail with
subprocess.TimeoutExpired while the other ~4150 tests pass.

Add patch 0007 so WARP_TEST_SUBPROCESS_TIMEOUT can raise that limit (it can
never lower it), and set it to 600 in the test step next to the existing
WARP_TEST_SUITE_TIMEOUT and WARP_TEST_TILE_OOB_TIMEOUT.
