cpp/WORKSPACE points @cuda at /usr/local/cuda, which the manylinux riscv64 image lacks; stage the driver-API header from the nvidia-cuda-runtime-cu12 wheel (compile-time only, libcuda is dlopen()ed).
0.17.0 links liburing and libaio statically from /opt/<arch>-uring and /opt/<arch>-aio and selects them by target CPU, listing only x86_64 and aarch64, so //streamer:libstreamer.so fails analysis on riscv64. Patch the two BUILD files and build the pinned releases for riscv64.
releases.pagure.org, the host upstream's Dockerfile pins, returns 404 from the runner (pagure.io was sunset in 2026). Debian mirrors the identical tarball, and the same sha256 still gates it.
