Compiles the PyO3/maturin bindings around the pure-Rust rust-sugiyama hierarchical graph layout crate into one cp311-abi3 wheel. Upstream publishes no riscv64 wheel.

Mirrors upstream's python_release.yml: maturin build -i python3.11 from crates/py-sugiyama, keeping its pinned nightly toolchain and build-std cargo config.

Differs from upstream

  • Built in the manylinux_2_39 riscv64 container via maturin-action instead of the bare host.

Matrix: single cp311-abi3 wheel, as upstream ships (pyo3 abi3-py311).

Testing

  • Upstream's crates/py-sugiyama/tests suite plus its release smoke check, against the installed wheel on cp312.
  • pytest-cov dropped (coverage upload only).

crates/py-sugiyama/.cargo/config.toml sets [unstable] build-std, which
needs rustlib's bundled std source. rust-toolchain.toml lists rust-src
as a component, but maturin-action's own toolchain install step does
not read that field, so the component was never fetched and cargo
failed looking for library/Cargo.lock on the riscv64 toolchain.
maturin-action's working-directory already chdirs into crates/py-sugiyama
inside the manylinux container, so before-script-linux's own
`cd crates/py-sugiyama && rustup component add rust-src` was looking for a
nonexistent nested crates/py-sugiyama directory. The cd failed and, via
&&, silently skipped the rustup command, leaving rust-src missing for the
build-std nightly toolchain and failing the cargo build with:

error: ".../library/Cargo.lock" does not exist, unable to build with
  the standard library

Drop the redundant cd so rustup component add rust-src actually runs.
