osmium: Add version 4.3.1

Compiles the pybind11 bindings to libosmium and protozero (header-only, fetched by the sdist step). Upstream publishes no riscv64 wheel.

Mirrors upstream's build_wheels.yml.

Differs from upstream

• sdist step runs in its own job; its contrib/ is unpacked into the checkout before cibuildwheel
• CIBW_ENABLE: cpython-freethreading dropped - the pinned cibuildwheel builds cp314t without it
• licence files for libosmium, protozero and the vendored image libraries are staged at the root

Testing

• same as upstream

License: Wheel bundles libbz2 (bzip2-1.0.6) and liblz4 (BSD-2-Clause) and compiles in libosmium (BSL-1.0) and protozero (BSD-2-Clause, Apache-2.0 for its folly-derived code); upstream ships no licence text for them, so the build adds it.

Built on cp312; 400 passed, 1 skipped.
