Why
Composer 2.10.3 is the latest application release, but it locks composer/ca-bundle to 1.5.12. That bundled fallback still accepts a compromised chain listed at https://emudhra.we-have-a-problem.com/.
What changed
Upgrade the released composer/ca-bundle dependency to 1.6.0 in Composer's lockfile. Regenerate the vendor hash. Keep Composer 2.10.3, PHP 8.2 and PHP 8.4 unchanged.
The lockfile change was generated with Composer's dependency resolver and updates only this dependency. No PEM files are replaced manually. The system CA update remains separate at #494.
Test plan
Both Composer packages built successfully. The installed dependency metadata reports composer/ca-bundle 1.6.0 on PHP 8.2 and PHP 8.4.
PHP TLS probes using Composer's selected default CA file and bundled fallback rejected both the direct and cross-signed test hosts and accepted example.com on both PHP versions. Changed-file formatting and git diff checks passed. No complete bundle build was run.
Rollout
Rebuild and distribute the PHP modules. Existing artifacts keep their old dependencies until rebuilt. This complements, but does not replace, the system CA update. Custom user trust stores are not changed. Reverting restores the old dependency and its unsafe fallback trust.
