Disable FPS-based gating for the
weston-simple-eglYocto CI test by settingREQUIRE_FPSto0.The test continues validating that
weston-simple-egllaunches and runs correctly. FPS samples are still collected as diagnostic telemetry, but performance variations no longer fail the functional CI test.Performance regressions can be tracked and validated separately without blocking functional changes.
Fixes #588
