Update the VSP frequency calculation to use codec-specific reference frequencies and reference bitrates instead of the existing fixed divide-by-two scaling. Add codec-to-reference mapping logic and use reference bitrates for AVC, HEVC, VP9 and AV1 to derive the VSP vote based on the input bitrate. The calculated frequency is further adjusted using the existing firmware/software offset and VSP firmware overhead factors. This change aligns VSP frequency voting with codec-specific throughput requirements and provides a more accurate estimate than the previous generic scaling approach.
