Follow-up to #24199, stacked on its release dependencies branch. Land #24199 first, then retarget this PR to release/1.6. Relates to #23608.
Use the current TorchAO nightly version as a minimum requirement in both the installer and the full wheel metadata: torchao>=0.19.0.dev20260907. Remove the wheel metadata's upper series bound so newer TorchAO versions can satisfy the requirement. The existing CUDA and CPU indexes select the package channels; minimum version specifiers cannot include CUDA local suffixes such as +cu134 under PEP 440.
Update the installer dependency checks to verify the minimum, source build handling, and acceptance of newer nightly and release versions. All 13 dependency tests pass, Black checks pass, and git diff --check is clean.
The failed CI jobs for #24199 were rerun after pytorch-tokenizers 1.6.0 was published to PyPI; all 21 workflow runs accepted their second attempt. GPU compatibility of newer TorchAO versions still needs platform CI validation.
