https://github.com/python/blurb/releases/tag/v2.1.0 keeps sections in importance order: python/blurb#75.

Fixed after https://discuss.python.org/t/python-3-15-0-alpha-7/106475/2 but seems some RMs are still on an older version. So let's add a check to the scripts here for blurb version. It already checks for blurb presence.

    Let's actually require 2.2 to include this fix: python/blurb#92.
