Hum, there are a few unrelated test cases thta fail (unrelated because not of this change but still related because they likely need hashlib.md5 in their test or anything that is blocked by FIPS). I suggest that we first merge this and fix all build bots on each branch (I assume that the buildbots failing on test_urllib2:

Re-running test_urllib2 in verbose mode (matching: test_digest_auth_uses_full_url, test_proxy_digest_auth)

Thos are the two failing tests.

@picnixz I've created #161264 to skip these tests on FIPs, we're already skipping some tests in this file on FIPs.
