Summary
Removes the prerelease job added to this repository's Release workflow in #42, restoring the thin caller that only invokes the shared purview-dev/build workflow.
Why
Prerelease flagging belongs to the shared build: the Purview.Build tool owns release metadata, so consumer pipelines stay minimal and the behaviour is identical across every consumer repository. That work is now in purview-dev/build#19 (Release:MarkPrerelease, default rue, applied by CreateGitHubReleaseModule).
