Summary
Bumps Purview.Build to .3.5 so the prerelease flagging added in #19 is published.
Why
Consumer repositories install the latest stable Purview.Build from nuget.org, so #19 (Release:MarkPrerelease, applied by CreateGitHubReleaseModule) only reaches their pipelines once a new tool version is published. Merging this triggers this repository's own release flow: pack from source, validate, publish to nuget.org, tag and release �0.3.5.
